The Top Tier name reflects the achievements of our established series of investment funds—the Top Tier family of venture capital funds of funds—which has raised more than $3.3 billion from investors since inception. The name also reflects our dedication to consistently remain a cut above.
The firm’s history can be traced to 1991, when Philip Paul founded Paul Capital Partners to acquire 42 venture capital and leveraged buyout fund positions from the Hillman Company, his former employer. This pioneering acquisition of illiquid assets helped to institutionalize the secondary private equity market. In 2011, Phil co-founded Top Tier Capital Partners as a spin out from Paul Capital.
Phil retired from the Investment Team at the end of 2014, but remains an active board member and advisor to the firm through his role as Non-Executive Chairman of Top Tier Capital Partners.

CEO & Managing Director
David is Chief Executive Officer, Managing Director and member of the Investment Committee at Top Tier Capital Partners. He is responsible for the management, development and growth of Top Tier and its offerings. His knowledge and network uniquely equip him to be a liaison and international ambassador not only for Top Tier’s brand but also the broader venture community. In 2000, David joined Phil Paul to lead the fund of funds team at Paul Capital which spun out in 2011 to form Top Tier. Over the past two decades in Silicon Valley and during his tenure on different trading desks on Wall Street, including posts at Chase H&Q, Volpe Welty & Co., Drexel Burnham Lambert, and Paine Webber, David has developed an extensive network among private equity managers, particularly venture capitalists. David graduated from the University of Southern California with a B.S. in industrial and systems engineering.
Lisa is a Managing Director and member of the Investment Committee at Top Tier Capital Partners. She leads the fund Investment Team focusing on manager selection, due diligence and investment monitoring of Top Tier’s primary investments. Leveraging her 25 years of experiences, Lisa is particularly interested in helping up-and-coming micro funds structure themselves for success in the future, including strategic fundraising, thoughtful portfolio construction, effective capital deployment and management succession. When she is not advising our GPs and LPs, Lisa is supporting diversity within private equity with the intent that the profile of venture firms mirrors those who are benefiting from the capital deployed by those firms. Lisa joined Top Tier’s predecessor firm Paul Capital in 2003. Prior to Top Tier, Lisa was part of the asset management team at WR Hambrecht + Co focusing on new and emerging private equity funds. Before that, she spent ten years at Horsley Bridge Partners. Lisa began her career as an analyst at the Federal Reserve Bank of San Francisco. Lisa graduated from the University of San Francisco with a B.S. in applied economics and an M.B.A. from the Haas School of Business.
Managing Director - Operations
Sean is Managing Director and Chief Operating Officer at Top Tier Capital Partners. He is responsible for operations, including finance and administration and is TTCP’s registered in-house counsel and chief compliance officer. As the Firm’s COO and chief compliance officer, Sean is a respected sounding board for his partners as they navigate the changing regulatory environment both in the U.S. and abroad and discuss the merits of new business opportunities. Prior to joining Top Tier in 2011, Sean held a number of senior operating roles at asset management firms, including senior project manager at BlackRock, chief operating officer at H&Q Asia Pacific and president of Robertson Stephens Asset Management. Before moving to San Francisco, Sean was general counsel and a managing director at Soros Fund Management in New York from 1991 to 2000. Sean began his career as a lawyer advising investment advisers in New York and Hong Kong. Sean graduated from Harvard College with an A.B., magna cum laude, and a J.D. from the University of Chicago Law School.
Dan is a Top Tier managing director who leads Top Tier Capital Partner’s secondary and co-investment efforts. Before joining the Top Tier team in 2007, Dan spent nine years investing private equity money at GE Asset Management for the company’s U.S. pension trust and external institutional clients. In that role, he was responsible for building out a portfolio of more than $500 million with limited partnership investments and co-investments. Dan moved to GEAM after an eight-year operating career in three divisions of the company: General Electric Lighting Systems; National Broadcasting Company; and GE Trading Company. Dan has a B.S. in mechanical engineering from Clemson University and an M.B.A. from Columbia Business School.
Jessica is a Managing Director and member of the Investment Committee at Top Tier Capital Partners. She is dedicated to the fund Investment Team and currently leads the capital formation efforts for the Firm. She was the driving force behind establishing the Investment Team’s database, The Mine. It was Jessica’s analytical vision to leverage data to enhance the risk-adjusted returns for Top Tier’s investors. Her focus on data has helped the Investment Team balance the promise frontier technologies offer with the financial returns LPs desire. Jessica joined Top Tier’s predecessor firm Paul Capital in 2005. Prior to joining Top Tier, she was part of the Investment Team at Care Capital LLC, a venture capital firm specializing in biotechnology. Before that she spent five years at Salomon Smith Barney. Jessica graduated from Connecticut College with a B.A. in mathematics and economics. She also earned an M.B.A. from New York University’s Stern School of Business. Jessica is an active competitive rower and was previously a Varsity Crew member at Connecticut College and member of the New York Athletic Club, where she was a nine-time national champion.
Garth A.L. Timoll, Sr.
Garth is a Managing Director and member of the Investment Committee at Top Tier Capital Partners. He leads the velocity team which executes the Firm’s co-investment and venture secondary investment activity. He is currently a board observer on Top Tier’s co-investments in Endgame, 2nd Watch, SRS Acquiom, and Qumulo. Prior to joining Top Tier’s predecessor firm Paul Capital in 2009, Garth was a vice president at Portfolio Advisors, where he focused on primary investments in venture capital, leveraged buyout, and special situation funds. Before that, he was at Fairview Capital Partners and Rogerscasey. Garth graduated from Bates College as a Benjamin E. Mays Scholar with a B.A. in psychology and a minor in economics and was captain of the varsity basketball team. Garth is a current member of the Bates College Board of Trustees. He also received his M.B.A. from the Johnson Graduate School of Management at Cornell University as a Robert A. Toigo Fellow and a Christopher T. Emmet Scholar.
Director, Customized Solutions
Kevin joined Top Tier in 2014 and leads the Firm’s customized solutions efforts. Prior to joining Top Tier, Kevin spent twelve years in the investment advisory business including eight years at NEPC, LLC where he was instrumental in building a successful private equity advisory practice. While at NEPC, he was responsible for leading research in various private equity strategies and working with the private equity programs of the firm’s largest clients including over $2 billion in commitments within the New Mexico ERB private equity portfolio. Before his career in investments, Kevin was a project manager at Rohm and Haas working on major facility expansion projects culminating in a role as engineering manager at a greenfield startup facility. Kevin graduated from Washington University in Saint Louis with a B.S. in mechanical engineering, an M.E. in mechanical engineering from Stevens Institute of Technology, and an M.B.A. from the Haas School of Business. Kevin holds the Chartered Alternative Investment Analyst (CAIA) designation.
Eric joined Top Tier in 2015 and is a member of the fund Investment Team with special focus on the Firm's alpha manager program (which targets fund sizes less than $250 million). Prior to joining Top Tier, Eric was the founder of Trigo Ventures and a principal at Northgate Capital leading the "emerging manager" platform, which invested primarily in seed and micro VC funds. During his tenure at Northgate, nearly $50 million was deployed to the strategy, which included fund and direct company investments. Before that, he was head of search marketing at AccountNow, Inc. Eric began his career as part of the research team for VentureSource, a division of Dow Jones. When not diligently focusing on investment activities, this Bay Area native can be found on the golf course perfecting his swing. Eric graduated from the University of California at Berkeley with a B.S. in mechanical engineering. He became a Charted Financial Analyst (CFA) Charterholder in 2004.
Sean is an associate and a member of the Firm’s velocity team which includes the firm’s co-investment and venture secondary investment activity. He joined Top Tier’s predecessor firm Paul Capital in 2010 as a member of the inaugural analyst program. Sean graduated from the University of California at Berkeley with a B.A. in political science. While at Berkeley, he was an Academic All Pac-10 Varsity Crew member, Varsity 8+ IRA National Champion in 2010, and a member of the Under-23 National Rowing Team in 2009. Currently, Sean sits on the board of the Friends of Cal Crew.
Katherine is an associate and a member of the Firm’s velocity team which includes the firm’s co-investment and venture secondary investment activity. Prior to joining Top Tier, Katherine was an analyst at Northgate Capital, focusing on venture capital co-investments and venture capital and private equity fund investments. Katherine graduated from Cal Poly San Luis Obispo with a B.S. in business administration, international business with a minor in French. While at Cal Poly, she was a member of the Women’s Club Water Polo Team.
Jackson is a senior analyst and a member of the 2014 analyst program. Before joining Top Tier, he spent time as an intern with Golden Gate Capital and Bank of America Merrill Lynch. Jackson graduated from Stanford University with a B.S. in science, technology, and society. While at Stanford, he was a member of the Varsity Football team earning Pac-12 All-Academic recognition and played in the Rose Bowl in 2013.
Sophia is a senior analyst and a member of the 2014 analyst program. Sophia graduated from Stanford University with a B.A. in economics and in public policy. She served as Vice President of BASES, Stanford’s student entrepreneurship group. While at Stanford, she was a four-year member of Stanford’s Varsity Cross Country, Indoor Track & Field, and Outdoor Track & Field teams as a distance runner.
Paul is a venture partner at Top Tier advising on technology securities both in the public and private markets. Before joining Top Tier in 2015, he founded and managed Five Points Capital, a long/short equity hedge fund, which included a crossover investment strategy for private equity. Paul also serves as the Executive Chairman of Four51, Inc. a private B2B commerce SaaS company. Before launching Five Points Capital, he was a Managing Director at Soros Fund Management focused on technology equities. Paul began his post-graduate school career as a venture capitalist at MVP Ventures. Paul received his AB, magna cum laude, from Harvard College and his M.B.A. from Stanford Graduate School of Business.
Investor Services Manager
Clare is Top Tier’s Investor Services Manager, responsible for investor communications and events, including the annual meeting production. Prior to joining predecessor firm Paul Capital in 2006, Clare spent 13 years working with private equity funds and their investors as a venture services and marketing specialist with JP Morgan H&Q and the Charles Schwab Strategic Trading Group. As a venture services specialist, Clare provided liquidity services to private equity funds seeking to distribute or sell public portfolio-company assets. In her role as a marketing specialist, she was responsible for the content and design of the group’s presentation materials, as well as the production of three worldwide private equity conferences. Clare received a B.A. in politics and studio art from Fairfield University in Connecticut.
Investor Relations Manager
Kendra is Top Tier's Investor Relations Manager focusing on fund raising and new business activities including RFPs. Prior to Top Tier Kendra worked as a Senior Manager FP&A at McKesson, the largest provider of distribution and technology solutions within healthcare. Prior to McKesson, she worked at a venture backed healthcare start-up in San Francisco. Before business school, she worked in client services at Hall Capital Partners, a SF-based investment advisor. Kendra holds a B.S. in Human & Organizational Development with Leadership Effectiveness and minor in Economics and an M.Ed. in Organizational Leadership, both from Vanderbilt University, and an M.B.A. from the Kenan-Flagler Business School at UNC.
Craig is an associate at Top Tier focusing on Investor Relations, specifically focusing on fund raising and brand awareness activities. Prior to joining Top Tier in 2015, Craig worked in Corporate and Business Development (focusing on M&A) for Monitise Group, a UK-based mobile technology company. Prior to Monitise, he worked at State Street Corporation as a fund accountant. He holds a B.A. in Biochemistry, Cellular and Molecular Biology from Connecticut College. While at Connecticut College, Craig was captain of the varsity tennis team and a member of the varsity squash team.
Vice President, Finance
Shanshan oversees the financial reporting, accounting, and operations of Top Tier’s management company, its funds, and its general-partner entities. Before joining the firm in 2013, she was the fund controller for Clarium Capital Management LLC and the vice president of operations for Thiel Capital LLC. In those roles she oversaw financial reporting and accounting and served as a member of the valuation committee. Prior to that, Shanshan worked at Ernst & Young LLP’s global asset-management practice in San Francisco. She earned a B.S. in international finance from Zhongshan (Sun-Yat Sen) University in China and an MBA from University of San Francisco. Later Shanshan also earned a master of accountancy from Golden Gate University. She is a Chartered Financial Analyst and Certified Public Accountant in the state of California.
Susan Liang is an assistant controller for Top Tier, in charge of the management company’s accounting and operations. Prior to joining Top Tier in 2012, Susan worked for two years as a senior fund accountant at Citco Fund Services. In that role she helped oversee accounting for hedge fund portfolios worth more than $2.5 billion. Before that Susan was an asset operations specialist with the Charles Schwab Trust Co. She started her accounting career as a credit manager and loan processor for Wells Fargo Financial. Susan holds a B.A. in sociology organizational studies and managerial economics from the University of California at Davis.
Catherine is a senior fund accountant for Top Tier. She is responsible for the accounting and operations of the firm’s Top Tier funds and general-partner entities. Prior to joining the firm in 2013, Catherine worked for two years as a senior associate in KPMG’s audit practice, primarily with financial-services clients including Wells Fargo and its venture-capital subsidiary. Before that she interned at KPMG. Catherine earned a B.A. in business economics with an accounting emphasis from the University of California at Santa Barbara. She also studied at Charles University in Prague and is a certified public accountant.
Anna is a junior accountant for Top Tier. Prior to joining Top Tier in 2014 she worked as an Accountant at Hellman & Friedman in a consulting role. Anna started her career as an Accounting Specialist at Wells Fargo Corporate Properties Group where she worked for three years. Anna holds B.A. in Sociology of Economy and Market Research from Jagiellonian University in Krakow, Poland, an M.A. in American Studies from Ruprecht-Karls University in Heidelberg, Germany and an M.S. in Accountancy from San Francisco State University.
